    Victorian Premier Jacinta Allan has been warned by ratings agencies and economists against following the lead of Queensland in providing $1000 energy handouts in Tuesday’s state budget, amid calls to rein in spending.

    Business, investors, ratings agencies and economists warn the budget must bring the state’s $126 billion debt under control without imposing more painful taxes and levies.
