    Service providers urging NDIS participants to get ahead of planned changes to the scheme by spending up big are doing their clients no favours, Disability Minister Bill Shorten says.

    The government’s plan to stabilise the scheme relies heavily on reducing top-up payments to approved participants. Legislation to stop automatic top-ups is before the parliament, but some providers are urging those on annual plans to spend their allocation quickly so they can claim more funds.
